CCHS
(Central Clearing Home System)
CCHS is a "Central
Clearing House System". Generally it is used for settling
a common payment system through cards or tags. A scheme operator
or an organization is appointed to establish the payment system
will operate the system.
The Concept

Objectives of CCHS
- Maintain operational parameter and download
to respective Point Of Sales (POS) and service provider
- Maintain accurate user information
- Maintain stock of card/tags
- Maintain blacklist cards/tags
- Managing batch transaction
- Maintain commission rate
- Managing bank and service provider settlement
Requirements of CCHS
- Issue tag to be market for public in certain outlet i.e. Point-Of
Sales management POS)
- Be able to control the stock management
- Be able to blacklist any invalid card/tag
- Be able to provide settlement process either for public, financial
institution, another clearing house or electronic commerce payment
- Be able to download various operating parameters to various
entities
- Secure access control
Entities of CCHS
- Scheme Operator
This entity is owner of the system. She establishes the business
rules of the payment system. She runs the system and POS.
She can play the roles of tag issues. The clearing and the
settlement would be carried by this entity. The commission
of settlement processing would be kept in her pool fund.
- Card/ Tag Issuer
This entity is the issuer or the owner of the card/tag. The
card/tag issuer would be responsible in personalizing and
distributing the card/tag.
- Card/ Tag Supplier
This entity will provide or sell card/tag to scheme operator.
- Service Provider
This entity is an organization or party that provides public
services such as toll collection, parking, transportation,
hospitalization or individual usage such as subsidies to workers
for food beverages, clinics etc. She renders the cards or
tags services to public. The cards or tags cab be used in
any outlets as long the service provider provides the services
to public. This entity will also collect debit transaction
will be used for CCHS to reimburse the money to the services
provider.
- Financial Institution
This entity gets the instruction from scheme operator to
credit customer accounts that are using credit cards, current
account or saving account to purchase the cards from authorized
outlets or reloads the cards or tags purse value. The money
will be debited to trustee's account. This entity will also
claim commission from scheme operator on the introduction
given by scheme operator.
- Consumer or Public
This entity is the user of the card/tag. Statement of accounts
on card/tag usage will be printed for the consumer if required.
- Credit Device
This entity is the authorized reader or equipment registered
by scheme operator that used to increase or decrease the purse
value of cards or tags.
- Card or Tag
A card is a contact-less smartcard that carry identification
of a person, money values and other valuable information.
It holds 1K bytes of information. A microwave type of tag
and can hold 16bytes of information.
The CH Systems uses distributed computing environment with client
server database architecture. It also applies intelligent message
rounding and a rigid data security scheme. The core hardware system
and software kernel for the CH system as follow:

The Clearing House will act as the central entity which provides
the total technical support, maintains, manage the operations
of the clearing and settlement system and its infrastructure.
It will also integrate to the Service Provider's systems and
assist in running the Common Payment System.
